Handcuffing and Restraints Policy

This policy provides guidelines for using handcuffs and other restraints during detentions and arrests. The use of restraints on citizens is a community interest. Furthermore, the restriction of movement and seizure of persons under the Constitution’s Fourth Amendment is of significant concern for the Officers of this Department. Discretion to use restraint devices shall be balanced with the duty to preserve the community’s respect and the individual rights of every community member while also ensuring officer and community safety.

A person may be placed on their stomach during a prone handcuffing application. There may be circumstances where a person is temporarily held in a prone position until they can be placed in a recovery position or secured upright in a patrol vehicle. The purpose of subsection (d) is to prohibit officers from placing individuals on their stomach in restraints for an extended period to avoid the difficulty in breathing that could result.
