This reference to the MOU between the BPD and KCDA is pertaining to the Watch Commander's responsibilities and the Watch Commanders should all know what the MOU is and says. The MOU is also easily accessible to them on a shared network.

This is a re-classification from a critical incident to an investigation.

Good question. The PD has a Wellness Team, made up primarily of some retired officers and some current officers, on a collateral basis, who engage with our staff from an employee wellness approach. The Wellness Team is team is also referred to as Peer Support. As it relates to a Critical Incident, Peer Support would respond long after the incident has concluded and offer support to the officer. Peer Support would not be involved in the investigation, and would not discuss the critical incident with the officer, but may explain the long process to come, such as being placed on temporary administrative leave. Peer Support would also check in with the officer periodically concerning their wellbeing.

Question
Does every individual dealing with this policy know what the "memorandum of understanding is" ? The phrase also appears in section 305.10

Suggestion
ideally never happens. Consider changing the phrase to "Phase II should occur within 90 days..."

Question
The term de-classified often refers to making information available to the public. Is this in fact dealing, as the title suggests, with a re-classification of the critical incident?
